As an out of state student who has traveled all around this country and to two others, I would say that is great advice. Not only for education but for broadening one's horizons. I have found that many in-staters have not traveled far beyond Georgia lines (okay, maybe they have gone all over the south eastern states, but I have lived in 4 New England states and visited all the rest, and I don't really count those because everyone is basically the same). Also, as I have found, study abroad is not only fun, but it makes what you are learning come to life (if one is/was studying the culture at hand) plus it can look great on applications to post-undergrad schools. If you have to opportunity to get out, jump on it!
