Why should it be "legal" for government to be in the gambling business, but that same government makes it "illegal" for others to gamble?
Furthermore, the outlaw Robin Hood, in Sherwood forest, used to steal from the rich to give to the poor. What this law does is steal from those foolish enough to waste money on the lottery, where the odds of winning are almost zero, which are mainly those citizens without the resources to do so. They would better be encouraged to pay their rent on time with that money, or just pay it at all.
"Higher" education in Georgia has an insatiable appetite for money, no matter what the inflation rate is. It never gets enough and will spend every dollar forced, under the penalties of jail time and fines, from the lowly citizen. This is why government was able to convince mostly conservative elected representatives in the bible belt state of Georgia to vote for gambling by the state, since it has always been difficult to convince the public there to put so much money in higher education. In other words, the ends justifies the means, but only for the state, not for anyone else, while the state itself, actually confiscates gambling machines owned by private individuals and threatens them with jail time and fines if the do not cease gambling. Such is the continuing hypocrisy of the Mafia like government in Georgia, which operates, largely in secret, on threats, extortion and fear of its citizens. All gambling should be approved or all gambling should be stopped. Students were able to attend UGA and other institutions without state encouraged gambling for years, and they could do it again. But the administrators and Regents will, like whores, take money wherever they can get it without question.
Hey, why not legalize state whore houses to raise money for UGA? This would provide places for the football players and fans, who corrupt this institution of "higher" learning with professional sports, to "relax" after the game.

Expect to lose the HOPE scholarship in the future. With almost every hispanic baby born getting emergency Medicaid (as well as a very high percentage of others) the state of Georgia has financial woes ahead.

As i read the article above.Illegal gambling are those the business don't have connection to government,so they are called illegal and they don't pay taxes.Legal gambling however they can help in our society, but some people criticized this, because the taxes from this business doesn't goes to the proper way.
